The UK Civil Service is one of the country's largest employers. Many people from the Gulf, South Asia and Africa ask whether they can apply. The answer depends on your nationality and the type of post.

Two kinds of post

Type of post Share of jobs Who can apply
Non-reserved About 75% UK nationals, Commonwealth citizens and EEA nationals
Reserved About 25% UK nationals only

Reserved posts are those that need a special allegiance to the state, typically in security, intelligence, defence and some diplomatic roles.

If you hold dual nationality and one of them is British, you can apply for any Civil Service job.

Who counts as a Commonwealth citizen?

The rules include an annex listing all Commonwealth territories. Many countries are on it, including India, Pakistan, Bangladesh, Sri Lanka, Nigeria, Ghana, Kenya, Canada and Australia. Gulf states such as the UAE and Saudi Arabia are not Commonwealth members.

Nationality is not the same as right to work

Meeting the nationality rules does not give you permission to work in the UK. You must also have the right to work, for example through settled status, a Skilled Worker visa or another eligible visa. Check each job advert for its eligibility and security clearance requirements.

Where to find jobs

Civil Service vacancies are advertised on the Civil Service Jobs website on GOV.UK. Each advert says whether the post is reserved and what nationality requirements apply.

Tips

  • Check the nationality section of each advert before applying.
  • Security clearance can need years of UK residence, which can rule out recent arrivals even for non-reserved posts.
  • Civil Service applications use "Success Profiles", which assess behaviours, strengths and experience. Read the job pack carefully.
