The UK Home Office published a new Statement of Changes to the Immigration Rules, known as HC 584, on 3 September 2026. Most of the changes started on 8 October 2026. A few take effect later in the year.

Applications made before each start date are decided under the old rules.

Key dates

Date What changes
8 October 2026 Most changes, including Skilled Worker, visitor, student and settlement routes
29 October 2026 Minister of Religion and Religious Worker routes
30 November 2026 Higher maintenance (money) requirements for students
9 December 2026 One EU Settlement Scheme change on proof of identity

Skilled Workers

  • Skilled Workers who are recognised as victims of modern slavery (a positive "Conclusive Grounds" decision) can have their work conditions relaxed, allowing other work including self-employment. Professional sportspeople and sports coaches are excluded.
  • The rules now refer to "the qualification and language assessments provider" instead of naming Ecctis.

There are no changes to salary thresholds or English language requirements in this statement.

Visitors: more permitted activities

From 8 October, people visiting the UK can:

  • attend workshops and debates, and attend rehearsals
  • take part in skills competitions
  • support an artist or performer as entertainment staff, if employed by them outside the UK
  • take part in certain Erasmus+ activities such as training, traineeships and job shadowing

The old condition that a visitor's activity must be "not available in their home country" has been removed.

A visit visa still does not allow you to take a job in the UK.

Students

  • Erasmus+ students at participating sponsors get some exemptions, including on course level and work placements.
  • From 30 November 2026, the money students must show for living costs rises: from £1,529 to £1,570 per month in one category, and from £1,171 to £1,203 in the other.

Other changes

  • Fee waivers: If you apply after asking for a fee waiver, your application date can be the date of the waiver request, if you submit the full application within 10 working days of the decision.
  • Suitability: Applications can now be refused if the applicant has acted to frustrate immigration controls.
  • Hong Kong BN(O): Settlement requires five continuous years on a settlement route, except for applicants under 18.
  • Religious Worker: Stays are capped at two years and the route does not lead to settlement.

What this means for you

If you are planning a UK work or student visa, these changes are mostly technical. Students should check they have the higher funds ready if they apply on or after 30 November. Always read the official GOV.UK guidance for your route before applying.

Apply only through the official source.
