Fresh graduates looking at Malaysia jobs are set for a pay floor. Malaysia plans a RM2,500 monthly starting salary for graduates and semi-skilled workers from June 2027, and the government says employers will not be able to avoid it by quietly lowering the qualifications a job asks for.

What did the government say?

Deputy Human Resources Minister Datuk Khairul Firdaus Akbar Khan told the Dewan Rakyat (Malaysia's lower house) on 7 November 2026 that changes to the National Wages Consultative Council Act 2011 will make educational qualifications part of how mandatory starting pay is set.

He was answering a question on whether firms could re-label degree-level jobs as diploma or SPM jobs to pay less. Once the change is in law, he said, employers cannot ignore a worker's qualifications when deciding their position.

What are the key numbers?

The Department of Skills Development has 2,028 active National Occupational Skills Standards guiding training, and its Akademi Dalam Industri scheme delivers workplace-based training at 1,391 centres.

What should graduates do now?

  • Check job titles and duties in offers made after June 2027.
  • Keep copies of your qualifications ready for HR.
